Project Description:

In early 2022, SDOT launched the Seattle Transportation Plan (STP) – a vision for the future of Seattle streets and how people move in Seattle. The Plan outlines a 20-year vision for the future of Seattle’s streets, sidewalks, and public spaces informed by people who live, work, and play in Seattle.

S&A led the community engagement program, developing a foundational public engagement plan to guide three phases of city-wide engagement, setting a roadmap for a comprehensive public engagement process that was culturally relevant, accessible, and inclusive. S&A collaborated with community members through a closely coordinated combination of citywide and focused outreach. In nearly two years of community engagement, we focused on amplifying the voices of individuals who are often marginalized in government planning.

S&A also created the project’s comprehensive and user-friendly online engagement hub. This hub hosted an engaging survey with social media ‘like’ and emoji buttons, visually appealing photos and clear and direct questions – yielding feedback that was focused, insightful and actionable to potential actions the City could take to improve Seattle’s transportation system.


Through collaboration with Community-based organizations, Community Liaisons and other partners, we were able to expand and broaden our engagement process and reach, producing inspiring results which included:

  • 4,000 community members engaged through a variety of outreach activities
  • 100,000+ comments collected from the community
  • 131 community events
  • 29,000 visits to the online engagement hub
  • 10,000 survey responses
  • Translation of materials in 15 languages including yard signs, posters, and print ads distributed throughout the city
