S&A was brought on to support the update of Shoreline’s Parks, Recreation, Open Space, and Arts (PROSA) Plan, as well as their Comprehensive Plan, to address the city’s rapid growth and development and better meet the needs of the community in the future. S&A worked with City staff to design a multi-year engagement effort to shape Shoreline’s 20-year vision for parks, recreation programs, public art, affordable housing, economic development, land use, and more.
Results:
S&A’s equity-centered engagement approach employed a range of engagement tools and tactics that met the community where they were, helped City staff foster long-term relationships within the community, and amplified voices of those typically underrepresented in government decision-making. We reduced barriers to participation through language access and compensated community members for their time and expertise.
Now in the second phase of updating the Comprehensive Plan, we are engaging the community through a mix of in-person and digital engagement tools, including an online open house, digital survey and discussion board, virtual and in-person focus groups, and stakeholder interviews. We are also working with community-based organizations and individuals to co-create culturally relevant engagement opportunities.
