In 2022, Tacoma launched its Vision Zero Action Plan, a plan that elevates the voices of those most disproportionately impacted, to advance the goal of eliminating traffic fatalities and serious injuries on city streets by 2035. In order to reach Vision Zero, Tacoma recognized the need to significantly increase investments in safety and active transportation projects and work to ensure that every transportation project is approached as an opportunity to improve safety. In addition, this approach included making roadways better for those walking, biking and rolling, prioritizing speed limit reductions, and improving economic development in neighborhood business districts. S&A was hired by the City of Tacoma to engage the community streets that are being redesigned to make safe behavior the default.
Results:
As consultant support to the City of Tacoma, S&A developed the public involvement plan and implemented engagement activities including stakeholder interviews, developed the project website and online survey to understand community impacts and priorities, supported the Vision Zero Task Force planning meetings, partnered with community-based organizations to plan events that build awareness, utilized social media and coordinated translated/transcreated communications and outreach materials.

- Walk-and-talk event for older adults and those with mobility devices
- Community conversation after an all-abilities bike ride
- Multi-lingual survey
- A disability workshop hosted by a CBO partner
- Public open house
- Presentations to the Transportation Commission and CBO groups
